This error message was actually recently changed and now recommends
updating your apt indexes. I gather you'd like to to do more and update
the indexes for you?

Bug description:
  Doing the ISO testing in a machine, that I did it staying offline.

  After installing, I connected and noticed a bug I wanted to report in
  ubuntu-drivers-common, but doing `ubuntu-bug` on it failed:

  This does not seem to be an official Ubuntu Package. Please retry
  after updating the indexes of available packages...

  This is true as per:

  $ apt-cache policy ubuntu-drivers-common
  ubuntu-drivers-common:
    Installed: 1:0.8.5.4
    Candidate: 1:0.8.5.4
    Version table:
   *** 1:0.8.5.4 100
          100 /var/lib/dpkg/status

  However, apport should probably trigger an apt-update in such case
  first instead of failing, or adding a button to do this easily and
  then proceed with the report.
