That's a topic to take up with the indian mirror operators.

in.archive.ubuntu.com   canonical name = ubuntu-
archive.mirrors.estointernet.in.

I'm not sure if there's a better place, but I'll reassign to ubuntu
generic, and assign the mirror operator.
