Missed for focal unfortunately, but we have this version in groovy.
If this is wanted as an SRU in focal, we could revisit that.

I'd like to sync germinate 2.33 from unstable:
germinate (2.33) unstable; urgency=medium

* Document (no-)follow-build-depends in germinate(1).
* Move Build-Depends-Indep to Build-Depends; some of these are needed
during the clean target (e.g. python3-setuptools), and since germinate
builds no architecture-dependent packages it isn't worth maintaining
these lists separately.

Steve added the follow-build-depends-all feature back in November, and
it's already been deployed to production and is used by the i386
seeds. I think it'd make sense for the packaged version of germinate
in focal to be able to handle this.
