Same here as Alex (a-t-page) and Night Train (nighttrain).
But with another Ubuntu on a different drive and partition:

  grub-install: Operation not permitted

Status in grub2-signed package in Ubuntu:
  Confirmed

Bug description:
  I'm using Ubuntu 20.04 beta, upgraded from 19.10. 
  When doing the last upgrade I got an error message from grub.

  When I run ›dpkg-reconfigure shim-signed‹ I get this error:

  Installing for x86_64-efi platform.
  grub-install: warning: Internal error.
  grub-install: error: failed to register the EFI boot entry: Operation not permitted.

  Since then I didn't reboot, for I'm afraid it won't work.
