Title:
[21.04 FEAT] Server Time Protocol (STP) leap second handling -
  s390-tools part

Status in Ubuntu on IBM z Systems:
  Fix Released
Status in s390-tools package in Ubuntu:
  Fix Released

Bug description:
For time synchronisation Linux currently supports Server Time Protocol (STP).
STP was explicitly not used as time source for Linux system time, due to several reasons:
  - STP is not virtualized (neither z/VM, nor KVM have STP virtualization support)
  - missing leap second support for STP in Linux

This feature implements leap second functionality for STP.

  Business Case:
  HW support, z/OS interoperabiity

This s390-tools part of this feature will be provided with s390-tools-2.15.0.
To be integrated with ugrade of s390-tools package
