Bug description:
  unbreak ubuntu:desktop-preinstalled images without subarch

  Prior to groovy, ubuntu:desktop-preinstalled images for hyperv used to
  build fine.

  Introduction of ubuntu:desktop-preinstalled for raspi subarch, did not
  take into account the hyperv images, and thus regressed building them.

  It resulted in no ubuntu-desktop getting installed in the image,
  luckily resulting in the image failing to build.

  Correct this by ensuring that ubuntu-desktop is installed with, or
  without subarch specification.

  Once above was fixed, we have also identified that pkla file was
  written incorrectly, and fixed that up too.

   * Hyperv gallery image fails to build

  [Test Case]

   * Trigger build of https://launchpad.net/~cloud-
  images/+livefs/ubuntu/groovy/cpc with livecd-rootfs from proposed

   * The build should succeed

   * Buildlog should not have errors from writing out pkla file

  [Regression Potential]

   * The code path affects Ubuntu Desktop for Raspberry Pi images too.
  Ideally we would trigger a build of Ubuntu Desktop for Raspberry Pi on
  arm64 and ensure there are no changes to it.
