Bug description:
I have issue with desktop ubuntu-installer on EFI system.
The system (laptop) has 1 internal sata ssd with existing EFI 18.04
and windows 10 installations.
I am trying to make "test" installation of desktop 20.04 EFI on
external USB drive. (this includes 2 usb drives, one (small) with
installer and another (big) as target)

When choosing "manual" partitioning, there is sda (ssd) with it's partitions and blank sdb (big usb). I created 1 GB fat32 parition and maked it as "EFI system partition" as sdb1. Also created big EXT4 with "/" as sdb2 and swap partition as sdb3.
Changed "Device for boot loader installation" to the USB device (name of USB, and not particular partiion)
The installer completes without issue, but system becomes unbootable.
EXPECTED RESULT:
system would boot off USB drive (by UEFI boot menu and selecting grubx64.efi from USB drive) without touching other drives.
ACTUALL RESULT:
The USB EFI (sdb1) remained empty (no files). The fstab on sdb2 was trying to use EFI partition from SSD (sda).
un-optimal solution:
I had to remove sata ssd from laptop. The installation without internal SSD went fine (using before mention 2 usb drives). Also booting works properly from either SSD and USB (when inserted and selected via boot menu)
