[Bug 1880996] [NEW] two different debug options

Public bug reported:

update-manager provides two different ways to get debug information and
they are unrelated in that if you use one it doesn't affect the other
and vice versa.

DEBUG_UPDATE_MANAGER is only used in UpdateManager/Core/MetaRelease.py
while using "--debug" causes debug messages to be logged in many other
parst but not MetaRelease.py.
