Thank you for taking the time to report this bug and helping to make
Ubuntu better.

You have tagged this package as 'ubuntu-release-upgrader' which is used
to move a system from one release (eg. 18.04) to a later release (eg.
18.10 or 20.04).  I see no evidence of that being performed (thus likely
the wrong package).

Are you sure you haven't got hardware issues, a failing fan, or box
needing to be cleaned (remove dust etc that could be stopping the fan(s)
from operating ideally and keeping heat trapped inside the case)?

I suspect a Support site would be more appropriate, eg.

information to your question, as it wasn't obvious to me (anyway) sorry.
I do note on another of your bugs you noted changes after a kernel
