Update-Manager is calling 'do-release-upgrade' (i.e. ubuntu-release-
upgrader) to do the actual upgrade (and print its output), so this is a
duplicate of the other bug #1871801 you reported.

Bug description:
  update-manager package translation is broken in terminal.
  I checked for Russian only. Don't know about other languages.

  All strings of update output in embedded terminal completely untranslated!
