Bug description:
  Binary package hint: grub2

  i was getting error cannot find locale, similar to another bug so i
  tried reinstalling grub_pc. I had been trying to display a splash
  screen for Grub2 with no luck. However, I later installed burg, and
  this has fixed the problem, and allowed me to have custom splash
  screens
