  FileNotFoundError displayed whenever trying to report a bug

Bug description:

  Whenever you report a bug - the above errors are seen.  I've reported
  3 errors tonight with different packages and all give the same
  FileNotFoundError in the terminal.  The bug report however is still
  sent to launchpad correctly
