We have tried with normal SATA HDD with different schenario's,
1. We are able to reproduce the issue when there are multiple OSes present on other HDD
2. We have tried with only one HDD (i.e. no other OSes installed on whole system). We are still able to reproduce the issue.

The issue is also reported by Linaro guys where they tried to install
Ubuntu 18.04 on ThunderX2 Saber hardware.

We will try to get more logs.

  PXE installation of Ubuntu-18.04.03 stuck at 66%

Status in os-prober package in Ubuntu:
  Incomplete

Bug description:
  We are trying to have a PXE install of latest Ubuntu-18.04.03 on ThunderX2 server.  The installation is getting stuck while running the grub_update at 66%.  We have tried to install the OS by the following methods,
       1. Use complete sda/nvme disk with Manual guided partition
       2. Use complete sda/nvme disk with automatic partition
  We do have other OSes on different disks.  But we are still facing the same issue the grub_update is getting stuck at 66% in the both above cases #1, #2  We have also tried on different machines and not able to overcome from the grub_update stuck issue.
