Title:
Cannot click the upgrade button on a 768px high display

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
Testing the 18.04.4 to 20.04 upgrade process.

I noticed that the dialog window (which is not resizable) cannot be
clicked to initiate the upgrade process in the display is approx 768px
high - common with low end laptops.

Suggest make the upgrade dialog smaller than this - there certainly is
space - picture to be attached
