Yes in current preview builds of 20.04 the spinner is on by default:
http://cdimage.ubuntu.com/daily-live/current/
But things can change before release.

1. Windows doesn't have the Linux kernel getting in the way on initial
boot so it's understandable that Windows might do better in that
respect. That said, we could probably improve the situation with a
static image change from grub (or something) showing an early transition
from BIOS to kernel boot. Please report a new bug for that...
