Bug description:
When doing an installation of Ubuntu Budgie (Focal) using the
installer present on the daily ISO from 2020-03-09 found out at
cdimage.com, a bug is present regarding the keymap.
I use the Dvorak keyboard layout, and so when given the option to use
it during the installer, I select English (US) - English (Dvorak).
I use the test text box afterward to indeed confirm that Dvorak is
set.
Once I get to the "Who are you?" section of the installer however, my
keymap reverts back to QWERTY, which must be used to fill out details
such as my name, username, and password.
After finishing the installation, I can confirm that the Dvorak layout
works as it should for both the login screen and within the OS itself.
In other words, the keymap is only changed for part of the installer
itself.
Expected behavior: The keymap stays as Dvorak throughout the entire installer.
What happened instead: The keymap chaged from Dvorak to QWERTY
partway though the installation.
Steps to reproduce:
Start an installation, taking teh defaults until the keymap selection, and change the keymap to English (US) - English (Dvorak). (I assume this affects other keymaps, but I did not test this.) Once getting to the "Who are you?" screen, you will find that the keymap is now QWERTY.
System information:

Other possibly relevant information:
- I reside in the US, and am using the New York location for time.
- This install is being tested through VirtualBox 6.1.4 on an Ubuntu 18.04 host.
- It may or may not be related, but if I happen to increase the screen resolution before starting the installer, then it is automatically changed back to 800x600 in the installer before I see this keymap issue. I am mentioning it in case whatever is causing the resolution to change is also resetting the keymap back to its default setting.
