[Bug 1868161] [NEW] symptom for installer

Public bug reported:
It was suggested at today's Foundations team meeting that there should
be a symptom for "installer" and probably "installation" so somebody can
use "ubuntu-bug installer" to report a bug about the installation
process.
The symptom should be able to figure out if debian-installer, subiquity,
or ubiquity were used for the installer.
