Thank you for your bug report. Could you install systemd-bootchart and use it as described there
http://manpages.ubuntu.com/manpages/bionic/man1/systemd-bootchart.1.html
to get a chart of the boot and then add it to the report?

  ubuntu boot very slow at least 3 mnts

Status in plymouth package in Ubuntu:
  Incomplete

Bug description:
  i installed ubuntu dual boot with windows 10

  i had 2 storage devices 
  sda V-GEN SSD 480GB
  sdb WD HDD 1TB

  I installed windows in ssd

  i created 1 partitions in HDD, first 450GB for my windows data
  and 550GB was unallocated

  i installed ubuntu full in 550GB unallocated space
  and created partitions
  1GB boot
  100GB root
  150GB home
  16GB Swap (i had 8GB Ram)

  i choose my WD HDD for device for bootloader

  but i checked from the gparted in ubuntu

  i had 1 efi partition (ext4) in my sda V-GEN SSD

  idk the problem but when i choose ubuntu to boot, it's boot very slow
  and takes 3-4mnts to boot
