If that is the issue that Stephan is seeing then I have not seen the
issue with the bionic package in Dave's PPA:

 $ apt install -y flash-kernel

Bug description:
  To reproduce on ARM:

  $ lxc launch ubuntu:18.04 container
  $ lxc shell container
  # apt update
  # apt upgrade

  Will return error due to presence of the flash-kernel package.
