Thank you for taking the time to report this issue and helping to make
Ubuntu better.

I note ROS packages so believe this is a duplicate of
https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/1611737

(I note at least one bug [https://bugs.launchpad.net/ubuntu/+source
/ubuntu-release-upgrader/+bug/1861979] marked as duplicate of that was
also a xenial (16.04) to bionic (18.04) upgrade & still marked
duplicate.  Possibly tags on 16118737 should also include bionic.
