  grub change timeout not working

Status in grub2 package in Ubuntu:
  Confirmed

Bug description:
  after updating /etc/default/grub and running update-grub or update-
  grub2 the changes do not do anything.

  The settings changed are:
  GRUB_DEFAULT="0"
  GRUB_TIMEOUT="0"
  GRUB_HIDDEN_TIMEOUT="0"
  GRUB_HIDDEN_TIMEOUT_QUIET=true

  
  I have mucked about with the settings above and they seem to do nothing to /boot/grub/grub.cfg
  When I change the 30 second timeout there after reboot I do see a change. So it seems that the config generator is not working properly?
