  Locked splash screen prevents boot every other time

Bug description:
  On exactly every other reboot, a purple splash screen with the words
  "Ubuntu 20.04" and four dots presents itself immediately on boot, and
  prevents boot from progressing any further.

  This splash screen occurs before the grub menu, and also before the
  splash screen presented for entering my disk encryption password.

  Upon hard reboot, the grub menu is presented correctly, as is the disk
  encryption splash screen.

  A workaround is to remove "quiet splash" from
  GRUB_CMDLINE_LINUX_DEFAULT in /etc/default/grub and run update-grub.
