Marking as invalid since, as discussed over IRC, the issue was caused by
performing the upgrade via an unsanctioned method, and a reinstall
resolved the issue.

Bug description:
After performing the release upgrade from 19.4 to 19.10, my system is
no longer booting.
After unlocking the disk encryption, the system begins loading and
freezes with:

I was able to add initcall_debug to kernel args at boot time and
somehow it gets past the error and boots to terminal login prompt only
- still no graphical UI.
