  Add option to suppress automatically attaching files

  Incomplete

Bug description:
  I use ubuntu-bug to file nearly all LP bugs (except if I'm using a
  conflicting PPA). I'd like an extra command-line option to override
  the apport default of adding attachments to the bug report it creates.

  For wishlist bugs, using ubuntu-bug is still a bit useful as it
  indicates what software version and Ubuntu release I'm running but the
  default Dependencies.txt and ProcEnviron.txt aren't really that useful
  (like for this bug).

  Or maybe I want to report a bug against update-manager or software-
  center that doesn't need my apt logs.
