Title:
  Mirror should be selected based on timezone, not language

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  I installed the 9.04 beta with these settings:

  Language: Russian
  Keyboard layout: US English
  Timezone: Madrid, Spain

  The reason is that I was born in Russia and Russian is my first
  language. Currently I live in Spain and mostly use English when using
  the computer.

  Based on this, the installer automatically selects a russian mirror. I
  believe this is the wrong choice, it should choose the mirror based on
  the timezone instead.

  There are reasons to choose a language that doesn't correspond to the
  country one lives in, such as being originally from somewhere else, to
  help learn a foreign language, the unavailablilty of one's first
  language, or the bad quality of the translation. The keyboard layout
  also doesn't necessarily indicate the user's physical location.

  However, it probably can be assumed that users choose a timezone that
  matches their current real world location, so this would be the best
  source to use for selecting a package mirror.
