  Apport prompts several times for privileges during bug filing

Bug description:
  Apport prompts several times for privilege escalation while trying to
  file bugs using ubuntu-bug. It should only need to prompt once, and
  then utilize the elevated privileges for all of it's needs. For
  example, running ubuntu-bug ubiquity prompts me 3 times.
