Title:
documentation: apport stops working after 3 crashreports per
  application

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: apport

This is a followup of bug 202916.

After 3 crashes per program, which are collected in /var/crash/,
apport will not pop up again for the next crashes. IMHO this "feature"
should be at least visibly documented. Even better the gui workflow
could be changed so that the user is asked if he wants to use apport
for the 3+nth time. We should consider that not all of the first 3
crashes necessarily have been submitted. Also one program does not
crash in one way all the time (different stacktraces).
