  Clean up private duplicate crash reports

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: apport

  In some rare caes, a crash bug gets filed and immediately afterwards
  marked as a duplicate by the reporter, before the retracer gets to it.
  Then the retracer will never see it.

  We regularly need to look for such bugs (duplicate needs-*-retracing),
  should remove their attachments, and make them public.
