Title:
Given that ubuntu-bug is now needed for all bug reports, non-genuine
  packages should be allowed.

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  NOTE:
This is also an issue if you install a package from another repo and then switch your mirrors to one that hasn't been updated yet.

  Binary package hint: apport

  Let's say I'm using a ppa version of xserver-xorg-video-intel but I
want to report a bug against the version in the main repo.

In order to file a bug, I have to uninstall the ppa version, install
the repo version and then hope for the best with ubuntu-bug.
