  apport should metoo bug reports that match a pattern

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: apport

  In the event that apport finds a matching bug pattern it should use
  "bug.markUserAffected(affected=True)" from launchpadlib to record the
  user as being affected by the bug report.  This does not cost us
  anything and may be useful in prioritizing bugs to fix.  I imagine it
  wasn't originally added to apport as the functionality did not exist
  in Launchpad.
