this is still an issue on a maintained version of Ubuntu please let us

  grub-pc 1.98-1ubuntu7 does not install bootloader

Status in grub2 package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: grub2

  grub-pc 1.98-1ubuntu7 finishes without any errors.  However, it never
  asks for the drive to install the bootloader in.  After rebooting an
  dropping to the grub prompt, it says Grub 1.98-1ubuntu6.  After
  logging in, I needed to do a grub-install /dev/sda to install the
  bootloader.  At the grub prompt it now says 1.98-1ubuntu7.  This same
  thing happened after installing 1.98-1ubuntu6.
