  cloud images should have fallback enabled in grub

Bug description:
  Binary package hint: grub2

  When you're rebooting a cloud instance (ec2 or uec) its quite scary if
  you've modified grub at all (or a new kernel is going to be booted
  to).

  Ideally there would be a grub1 'fallback' or similar feature from
  grub2 that would be enabled by default with the originally installed
  image's kernel.  If everything was functioning correct, then a failed
  reboot, would just need another reboot to fix it.
