Bug description:
  I would like to be able to add an attachment to a bug report from the
  command line.  I was surprised to see that none of the apport-xxxx
  tools support this.

  My use case is mainly for Launchpad bug triage; instead of 'navigate
  to http://bugs.launchpad.net/....yada-yada and locate the "Add
  attachment" link', I would like to write a simpler instruction which
  works even if the user doesn't have a web browser open -- such as when
  reading email from Launchpad in their email client -- and which could
  probably be a lot shorter as well, like 'type the following command in
  a terminal window: apport-attach -b 12345 /var/log/apt/term.log'

  In particular, some users are unfamiliar with the Launchpad workflow,
  and have trouble relating the message in their inbox to "your bug
  report" which lives on a Launchpad server somewhere, and is connected
  to a web page on the Launchpad web site.  A simple command-line tool
  is understandable (or at least operable) in isolation, without a lot
  of support documentation.
