  assign package even if no retracer left

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: apport

  I've seen a few apport-crash reports without a package assigned (bug
  527310) that apport is not assigning to the package the crash occurred
  in.  It seems to happen for releases of Ubuntu for which there is not
  a retracer running anymore.  Even though there is no retracer for that
  release it'd still make sense to assign the bug report to the right
  package.
