  Running programs and their dependencies may be older than installed

Bug description:
  Binary package hint: apport

  If updates have been installed since the system was last rebooted,
  apport can mistakenly assume that the installed version is equal to
  the running version. It would be nice if apport could detect this at
  the time of the crash and handle it appropriately.

  It might be appropriate to suppress the report, as we do when
  dependencies are out of date. At a minimum, apport shouldn't "lie" and
  specify a version number based on the installed version.
