This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue on a maintained version of Ubuntu please let us
know.

Bug description:
Binary package hint: grub
grubtimes out to the first OS listed, regardless of what it is set to
by StartManager. StartManager seems to read the list OK, and
remembers settings between boots OK, but grub is not "paying
attention". Grub version 1.99~rc1-13ubuntu3 is what it reports on the
OS list.
