Bug description:
  'ubuntu-bug' allows reporting bugs for non-installed packages;
  sometimes, it can be just a user mistype;
  therefore, I suggest to pop up a user confirmation dialog (smth. like "Do you really want to report a bug against the $PACKAGE, which is not installed in your system?") in such cases.
