Title:
Handle old crashes of already updated software packages

Status in apport package in Ubuntu:
  Incomplete

Bug description:
If there are crash files from the time before the last reboot they
will be presented to the user as if the failure has just happened. In
some cases a fixed software could already be running when the report
of the old software is reported to the user, see bug #971839.

Ideally apport should check if a crash is from an older software as
the currently installed one and also notify the user that this failure
is old and could already be fixed.
