This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue on a maintained version of Ubuntu please let us

Bug description:
While the user may want en-US (the default), ubiquity changes this
silently when the user chooses time zone. In my case en-CA, but others
have gotten some applications in German after choosing english as the
language.
I believe this is the root cause behind lp:1167549
