  UpgradeStatus incorrectly calculated

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  I online upgraded my Ubuntu from Ubuntu 11.10 to Ubuntu 12.04. But
  every-time I file any bug report, it says "UpgradeStatus: No upgrade
  log present (probably fresh install)" . But mine is not a fresh
  install .
