This release of Ubuntu is no longer receiving maintenance updates. If

Using the numbering system
GRUB_DEFAULT=2>2 or GRUB_DEFAULT="2>2" does not work.
Specificing the kernel name does work.
e.g. GRUB_DEAFULT="2>Linux, with Ubuntu X.X.X-XX-generic"
