  ctrl+alt+arrowkey shortcuts do not work when numlock is on

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  While numlock is on, the pressing ctrl+alt+[arrow key] does not
  trigger the associated shortcut (workspace switching by default).
  However, pressing alt, then ctrl, then an arrow key will work as
  expected. Pressing ctrl+alt in either order works as expected when
  numlock is off. Other ctrl+alt commands, such as ctrl+alt+l, work
  normally with numlock on or off.
