Title:
  Invalid Problem Report

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  An application crashed and apport gives the following error while
  generating a problem report:

  "This problem report is damaged and cannot be processed.

  PermissionError(1, 'Operation not permitted')"


  I expected apport to generate the report and submit it to
  launchpad.net or whomever it sends it to.

  I am using Ubuntu 13.04

  mangrove at mangrove:~$ apt-cache policy apport

  This has been happening every time an application crashes for the last few months.
  Since most of the troubleshooting steps  here ( https://wiki.ubuntu.com/DebuggingProcedures ) use apport in some way to troubleshoot, they will likely not work in this scenario.

  I am assuming that this is a security vulnerablility since it involves
  permissions.

  Please let me know what other information I need to provide, I can
  follow instructions quite well.

  FYI
  A link on the Launchpad home page for reporting bugs would be useful in this situation where Apport can not file a report. After considerable googling I did find it half way down the page here ( https://help.ubuntu.com/community/ReportingBugs ).
