Title:
  Should tag retracing problems rather than stop on them

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Currently the job stop running when one of the retracing doesn't
  success, it would be better to retag the specific bug (to avoid
  looping) and keep going.

  Some thoughts on the topic:
  - we should have a new tag (retracer-hit-issue or such), that list is worth reviewing in case there is a real bug in the stack
  - we should keep emailing about those issues
  - we should probably have a counter and stop after 3 failed retracing (in case there is a real bug)
