  Shouldn't write directly to .crash file

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Hi there,

  /etc/init/apport-noui.conf starts on file FILE=/var/crash/*.crash
  EVENT=create, but the problem is that apport might not be done writing
  the .crash file for large processes (e.g. unity8 on touch is pretty
  common).

  I think apport should write to a temp file before putting the .crash
  file in place, but this risks trying to write a bunch of crashes for
  the same binary in parallel if it crashes in a loop.

  Perhaps we also need some locking?
