  apport-collect should use python3-apport

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  When python-apport is installed (and python3-apport also) and the gtkorphan is ran, python-apport is listed as 'orphan'.
  But when i need to run apport-collect, that package is needed: this should now use directly python3-apport instead.
