Title:
  apport "starts" even when not installed

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  When removed (but not purged), apport leaves /etc/init/apport.conf and
  /etc/init.d/apport, which is enough for commands like "service apport
  start" to work. "service apport start" runs without complaining and
  overrides /proc/sys/kernel/core_pattern to send core dumps to apport,
  even though apport doesn't exist.

  Apport's service scripts should refuse to run if Apport isn't
  installed and, in particular, shouldn't break
  /proc/sys/kernel/core_pattern.

  Observed in Ubuntu 14.04.1, apport 2.14.1-0ubuntu3.5.
