Title:
Cannot examine bug locally: apport-retrace is not installed

Status in apport package in Ubuntu:
  Incomplete

Bug description:
On a Ubuntu 14.10 system, when i try to examine bug locally i get
  error:

Failed to execute child process "apport-retrace" (No such file or
  directory)

This is because package apport-retrace is not installed by default.

Suggested solution: ask "apport-retrace is needed but is not installed. Install it?" from user
and continue after it has been installed.
