  When you install Ubuntu 8.04 LTS on a machine without Internet access,
  repositories are not properly configured.

  Expected behavior:

  Internet repositories are off, CD-ROM repository is on.

  Actual behavior:

  Internet repositories are on, CD-ROM repository is off.
