Title:
  oem-config-firstboot never shows, it removes ubiquity and reboot
  instead

Bug description:
  it seems an old bug is back, and it just appear on an oem-prepared
  machines received by our clients, so VERY urgent on our side ( EKIMIA)

  
  How to reproduce : 

  - Take the Ubuntu 14.04  liveCD
  - Boot in EFI , OEM mode 
  - Do your install and choose french as locale
  - Reboot on the system and install all the language packages by  (not sure if it's important ) : 

   apt-get -y install `check-language-support -l fr`
   apt-get -y install `check-language-support -l en`

  - Put the system in OEM mode by calling the oem-config-prepare

  
  - When you reboot the splash will be very long ( like 30 seconds) but you never see the desktop because it seems that ubiquity-dm failed and the oem-config.log will tell you that all the ubiquity packages have been removed.

  
  this behaviour does not happened all the time, but the solution was to put back the default locale as en_US and it worked !
